Membrane trouble on spares

I've done 3 successful spare rib smokes and I have never had trouble removing the membrane. I bought 6 whole, untrimmed spare ribs and I proceeded to trim them up St. Louis style. On two of the racks of spares, I can't get the membrane off for the life of me. To be honest, it doesn't look like the outer membrane is on there. It wasn't removed by the butcher, and I'm not sure what to do with it now. I've spent 30 minutes trying to peel that thing up. They honestly look like there's no membrane on them.

Is this possible? Any recommendations?
 
Bought a cryovac three pack of baby backs from Costco on Saturday and all three had the membranes removed. There was a small piece still intact on one of the racks, but it was about the size of a playing card.

I'm not complaining!
