I need help. HM V4.3.3

I bought this board quite a while ago and never got around to assembling it. I have assembled it and tried to flash it and continuously getting no communication with the heater meter reported. I have gone through every troubleshooting thread that I can find checked every voltage against the original post about the upgrade from 4.2 to 4.3 I have verify continuity of every component from the top to the bottom of the board and I am at a loss. hopefully someone can point something out that I missed in these pictures that I've attached and help me get this thing up and running.

I'd say start with the basics, start with just the HeaterMeter plugged into 12V and no Pi connected. Is there 5V where it says 5V and GND? Is there 3.3V at VCC, AVC on the center of the microntroller and very close to 3.3V on RST?

Bryan, Thank you very much for the help. I somehow missed that there was only 2.6v on the AVC pin. I jumpered it to another 3.3V pin and all is working perfectly now. Again thank you.
