Questions on installing the manifold

Finally in the process of final assembly of my Genesis 1100 redhead. Can someone please refresh my memory.

The two bolts that secure the manifold, do they sit flush against the inside of the cookbox? There appears to be a small gap between the hex bolt head and the side of the cookbox.
Once the bolts are secured is there supposed to be any play in the manifold? I'm able to push on the manifold and it shifts downwards a bit.
 
The bolts sit flush (heads on the inside) of the grill. FWIW I use stainless carriage bolts in this application.
 
Hmm wonder why the bolts aren’t sitting flush.
I’ll back them out and get a set of stainless steel before attempting again.
Maybe the fresh coat of high temp paint masked the opening, they had to be wrenched in.
