I tried this yesterday on dozens of items to no success. Not sure it actually works. Rumors have it this that this might be limited to sellers who do NOT accept Paypal payments. I guess ebay wants to face out Paypal since they struck this deal with Adyen a few weeks ago. See top of the comments section:

I quit buying from Ebay after they sold me a new laptop that was loaded with malware and viruses and they refused to do anything about it
 
EBay did not sell it to you a private seller using EBay did. I sell and buy many times on EBay and yes I have had an issue or 2 from sellers and when brought to either or the seller or EBay's attention I have always had good resolution. Thankfully I have never had a buyer have issues other than those caused by USPS which I refuse to use now. I only use FedEx usually cheaper and so far they've never lost or damaged anything
