Grinding Cascabels - Seeds in or out?


 
Seeds have no flavor. They do not contain capsaicin either, which is responsible for the heat in chilies, but their proximity to the placental tissue (which contains most of the heat in a chile) means that the seeds' surface can pick up some heat. How much depends on the chile.

You can taste the chile seeds after drying to see if their inclusion would be worth it to you, or not.
